Skip the tests added in 1.9716 (#39, #40) if there's no subsecond alarm capability, like with the older subsecond alarm tests

High resolution alarm, sleep, gettimeofday, interval timers

To install Time::HiRes, copy and paste the appropriate command in to your terminal.

cpanm Time::HiRes

install Time::HiRes
