Changes for version 0.20 - 2014-11-04

Reduced the required accuracy in ISO 8601 representations, previously the time of day where required to include hour and minute, the required accuracy has now been reduced to hour.
Documented the %w conversion specification in ->srtftime, reported by <Peter Isaksson>.
Minor documentation tweaks.

Represents a date and time of day with an offset from UTC

To install Time::Moment, copy and paste the appropriate command in to your terminal.
